Herbert David Kleber (June 19, 1934 – October 5, 2018) was an American psychiatrist and substance abuse researcher. From 1968 to 1989, he founded and headed the Drug Dependence Unit at Yale University, where he was Professor of Psychiatry. He then served for 2½ years as the Deputy Director for Demand Reduction at the Office of National Drug Control Policy in the White House.
